Confirmation on Payroll Processing over Tax Year End where Bank Holidays Appear
Applies to:
Oracle HRMS (UK) - Version: 11.5.9 to 11.5.10.2 - Release: 11.5 to 11.5
Information in this document applies to any platform.
Goal
With paydays that fall on non-banking days, such as bank holidays, over the tax year end period,
will tax be handled correctly and subject to being reported in the correct tax year?
E.g. Employees normally paid on Friday April 6th, but will be paid on Thursday 4th due to bank
holiday.
Solution
Confirmation from development is that you should be able to process the payrolls as you would
normally for payment days that fall on non-banking days -
Previously, HMRC were sticking to the regulations which state that payments are taxed as of the
date received. This would have caused a problem where payments were due on 6th April as the
payment date used (5th April) is in the previous tax year and so would create a Week 53. Oracle
would have been able to provide a simple script to handle this. However, HMRC have now issued an
extra-statutory concession which states that, if the only reason a payment is made early is
because the normal payment date is a non-banking day, the payment may be taxed as though it were
paid on the normal payment date.
Therefore payments paid on 5th April which should have been paid during the bank holiday weekend
can be taxed as Week 1 (i.e.normal payment date).

(UK)- Version: 11.5.9 to 11.5.10.2 - Release: 11.5 to 11.5
