BEA Tuxedo website describes the error
CMDTUX_CAT:1863: INFO: Process ID=5511 Assume failed (timeout). as
"tmboot has detected that a started server has taken longer than the configured
TM_BOOTTIMEOUT to complete initialization. The tmboot process will no longer wait
for the started server to report that initialization is complete, and will run
the "-e failcmd" command, if provided.
In the Tuxedo Log file you see:

TM_BOOTTIMEOUT parameter which is set to 60 as the default and this needs to be increased.
Increase this to 120 (may need to be increased again if this still causes a timeout).
To do this:
1. Update the <PS_HOME>/appserv/<domain>/psappsrv.ubx file.
Change
TM_BOOTTIMEOUT=60
to
TM_BOOTTIMEOUT=120
2. Reconfigure your domain using psadmin and then check the <PS_HOME>/appserv/<domain>/psappsrv.env file.
It should now show:
